Outcome-Based Compliance: Proportionate compliance for effective water resource management outcomes

The Water Security Agency (WSA) is developing an outcome-based compliance (OBC) framework to improve service excellence in water management and promote sustainable water use, including drinking water, to enhance economic and social benefits. This outcome-based compliance model shows different compliance activities required to achieve desired outcomes and illustrates WSA’s approach to compliance programming. By empowering clients with knowledge and support, we build trust and collaborative relationships to achieve desired outcomes.
The model activities are included in the Outcome-Based Compliance Framework in a way that provides a clear, consistent, and proportionate approach to compliance programming delivery.
Compliance promotion efforts will be prioritized based on the risk certain activities pose to desired human health and environmental outcomes. This will improve resource efficiency for the agency and clients while continuing to ensure clean, safe and reliable water for the province.

Outcome-Based Compliance Objectives
Service Excellence:
The OBC framework is designed to enhance service excellence through an outcome-focused approach. The framework will provide guidance for a common approach to compliance and emphasizes the role education plays in achieving desired regulatory outcomes. WSA’s organizational values are embedded into the framework to best serve the citizens of Saskatchewan.
Empowering Clients through Knowledge and Support:
By emphasizing education, awareness and support, the OBC framework will promote a common understanding of the process and next steps to achieve desired outcomes. Both clients and the WSA will benefit from having a clear understanding of expectations. WSA is committed to working collaboratively with clients to achieve their project goals while managing Saskatchewan’s water resources in a way that best supports the people of this province.
Standardized, Predictable Client Experience:
The framework will include standardized pathways with compliance actions that are proportionate to the risk. Our approach ensures that actions are communicated to clients and applied consistently, with fairness and common sense, to achieve desired outcomes.
Adaptable and Outcome-Focused:
Outcome-Based Compliance will enable WSA to closely align compliance efforts with the desired outcomes of regulatory programs. The OBC framework includes adaptive strategy to ensure that compliance programming can be responsive in managing changing or emerging risks to desired outcomes.
