The Water Security Agency will begin construction on the Cowan Lake Dam Replacement Project this summer 2026. The project includes removing the existing dam and replacing it with a modern dam consisting of earth embankments and a 4-bay concrete structure equipped with radial gates. The new dam will be constructed just upstream of the existing structure.  

Construction is expected to take approximately two years, with the new structure targeted to be operational before the 2028 spring runoff.

Recreation on Cowan Lake is not expected to be impacted during construction.
