Public Notice: Upgrades to Theodore Dam Spillway

The Water Security Agency (WSA) is planning to complete major upgrades to the spillway at Theodore Dam starting late summer 2025 and continuing into spring 2026. Work includes installing a new high-visibility safety boom at the entrance to the spillway, public safety upgrades, repairing the concrete spillway, replacing drainage piping beneath the spillway, adding rip rap around the spillway entrance, and installing temporary earthen cofferdams to facilitate the construction work.
The work is being completed to bring the structure up to modern public safety standards; address age-related damage and defects; repair the underdrainage system, which is important for long-term spillway stability; and modify the lower portion of the spillway by raising and extending walls to ensure the spillway can contain the discharged water during critical high flow events.
The work at the spillway follows work in previous years to repair and upgrade the low-level riparian outlet.
The reservoir will be lowered 1.5 metres to complete the spillway work. Aeration will be installed to support the dissolved oxygen levels in the lake to maintain the viability of overwintering fish. These aeration systems will result in areas of thin ice or open water on the lake.
We do not anticipate any majors impacts to recreational users and boaters in the area during construction.
